The population provision refers to all counties of this state having a population of 950,000 or more shall be paid into the general treasury and there shall not be a county law library fund.

Amend Article 2 of Chapter 7 of Title 48 of the Official Code of Georgia Annotated in relation to imposition, rate, computation, and exemption from income taxes to provide a refundable income tax credit. The credit will be an amount equal to 10 percent of the federal credit allowed under Section 32 of the Internal Revenue Code. The total amount if exceeds the taxpayer’s income tax liability for a taxable year, excess funds shall be refunded to taxpayer.

Amend Chapter 8 of Title 34 of the Official Code of Georgia Annotated to change a definition in order to provide that services performed by an individual for wages shall be deemed to be employment. Proposed amendments include:
(i) [The individual] Is not prohibited from working for other companies or holding other employment contemporaneously;
(ii) Is free to accept or reject work assignments without consequences;
(iii) Is not prescribed minimum hours to work or, in the case of sales, does not have a minimum number of orders to be fulfilled;
(iv) Has the discretion to set his or her own schedule;
(v) Receives only minimal instructions and no direct oversight or supervision regarding the services to be performed, such as the location where the services are to be performed and any requested deadlines;
(vi) When applicable, has no territorial or geographic restrictions; and
(vii) Is not required to perform, behave, or act, or alternatively, is compelled to perform, behave, or act in a manner related to performance of services for wages which is determined by the Commissioner to demonstrate employment, in accordance with this Code section and such rules and regulations as the Commissioner may prescribe;
