Health Care and Public Health

Every Georgian deserves access to quality, affordable health care because access to health care is a matter of life or death. Under Republican leadership and their refusal to expand Medicaid, Georgia has the third highest uninsured population in the country, which has exacerbated the maternal mortality crisis, the rural hospital crisis, and the HIV/AIDS epidemic.

Medicaid expansion would provide more than 500,000 Georgians with health insurance (including nearly 60,000 people in Gwinnett County). It is estimated to bring in more than $30 billion in federal dollars to Georgia’s healthcare system over 10 years, which according to some studies, will create $65 billion in new economic activity and 70,000 jobs over a decade.

    • House Bill 669 (2018) - authorize appropriations to Medicaid Expand in Georgia

    • House Bill 786 (2018) - prohibit insurance companies from discriminating against victims of family and sexual violence

    • House Resolution 1318 (2018) - creates a House Study Committee on long-term care of Georgia’s aging population

    • House Bill 158 (2019) - increase access to antiretroviral regimens to treat HIV and AIDS

    • House Bill 719 (2020) - modernize and decriminalize Georgia’s antiquated HIV laws

    • House Bill 961 (2020) - identifies the high-cost prescription drugs that the state expends significant public funds and authorizes the Attorney General to require drug manufacturers to provide certain information

    • House Bill 989 (2020) - convenes an advisory working group to update or develop, if appropriate, tools and protocols to screen children for trauma within the Early Periodic Screening Diagnostic and Treatment (EPSDT) program.

    • House Bill 1063 (2020) - prohibits terminating the Medicaid coverage of a dual enrollee, someone who is elderly or disabled and low-income, unless a manual review is conducted that verifies the patient is no longer eligible.

    • House Bill 1128 (2020)- provides transparency and accountability measures for pharmacy benefit managers and provides protections to 340B covered entities such as safety net and rural hospitals.

    • House Resolution 1168 (2020) - creates a House Study Committee on Adverse Childhood Experiences (ACES) to improve the health of women and children

    • House Bill 346 (2017) - enact the Permanent Portable Registration Act to provide for portable voter registration

    • House Bill 433 (2019) - to provide for Hand marked Paper Ballots to be used in Georgia’s elections

    • House Resolution 260 (2019) - strong oppose adding citizenship question to the 2020 U.S. Census

    • House Resolution 416 (2019) - create House Study Committee on Georgia County Board of Elections and Registration

    • House Resolution 1608 (2020) - encouraging all Georgians to participate in the 2020 Census to ensure a complete and accurate count

A thriving economy is the foundation of a stronger Gwinnett. As your state representative, I will foster economic growth and opportunities for all Georgians through fiscal responsibility, smart investments in transportation and education, and public-private partnerships to address the problems we face as a community.     • House Bill 1002 (2018) - codifying new definitions to address employee misclassification and prevent wage theft

    • House Bill 1066 (2018) - prohibit the state government from contracting with companies that do not provide certification as to net neutrality

    • House Resolution 1224 (2018) - create a House Study Committee on Establishment of a Living Wage

    • House Bill 461 (2019) - exempts all real property if used exclusively for multiple-family housing

    • House Bill 473 (2019) - creates a refundable earned income tax credit for working families

    • House Bill 839 (2020) - addresses worker misclassification and wage theft in Georgia

    • House Bill 1129 (2020) - expands the state tax credit for family caregivers and qualified caregiving expenses to support those who are taking care of another family member

    • House Bill 1131 (2020) - expands the child and dependent care tax credit for all Georgia families

    • House Bill 1184 (2020) - provides comprehensive reforms to the eviction process or dispossessory proceedings including additional notice to tenants and allowing hardship to be considered when granting a writ of possession.

    • House Resolution 1641 (2020) - recognizes the need for federal fiscal relief to ensure an equitable economic recovery in Georgia due to the COVID19 pandemic that prioritizes the well-being of working families and Georgia’s most vulnerable citizens

Educate the Next Generation

We need to invest in K-12 and higher education. As your state representative, I pledge to fight for quality public education for every child in Georgia. Every child, no matter his or her background, deserves world-class education.

In Georgia, our children rank in the bottom ten for overall well-being based on education, health care and economic stability. I understand the struggles of working families. My mother worked multiple jobs to give me a better life. She taught piano lessons and tutored children after school. She understood the value of education and mentorship. Through my mother’s example and the HOPE scholarship, my two sisters and I were able to afford and attend college.

    • House Bill 376 (2017) - enact College Completion Access Act to remove a provision that makes student ineligible for the HOPE scholarship seven years after graduating high school

    • House Bill 880 (2020) - creates a pilot program to create a sustainable community school that focuses on the whole child model

    • House Resolution 1642 (2020) - recognizing the importance of ensuring access to higher education and encouraging the USG Board of Regents to repeal Rule 4.1.6 and allow all Georgians to enroll in Georgia’s public colleges regardless of immigration status

To live up to our nation’s promise, we must keep alive the Dream and continue the March to ensure liberty and justice for all.

Every step we take towards treating all Georgians with dignity and respect moves us in the right direction. Gwinnett is one of the most diverse counties in Georgia. As the son of immigrants, I will stand and fight for those who have come to this country in pursuit of a better for life for themselves and their children. 

We are a nation of immigrants united by common principles of liberty and justice. I will stand and fight against any discriminatory legislation that is proposed in the Georgia State Legislature that in its intent or effect harms immigrants or any minority community. The great diversity of our country and State is a source of strength, not weakness.

    • House Bill 746 (2018) - provide statewide uniformity in policies and procedures concerning law enforcement contact with sexual assault victims

    • House Bill 987 (2018) - to provide for comprehensive civil rights legislation in Georgia to protect individuals from discrimination in housing, public accommodations, and employment

    • House Resolution 1294 (2018) - creates a joint study committee on Comprehensive Civil Rights Legislation
